Two of the 53 destinations in this index do. Neither has had real snow on the ground in its opening week in any of the last 10 seasons, and that gap is the whole answer.

Two of the 53 destinations in the Opening-Week Snow Reliability Index traditionally open in October: Levi in Finnish Lapland in the first week, and Kitzbühel in Austria in the last. Across the 10 opening weeks from 2016 to 2025, neither reached the snow-ready threshold in a single season. Levi's opening week averaged 0.3 cm of modelled snow depth; Kitzbühel's averaged 1.2 cm.
That is the honest answer to the question, and it is not the answer a booking page gives. It also is not an accusation: both mountains open when they say they will. It means the surface they open on is not the snow that fell that week.

So what does an October opening run on?
If a mountain opens in a week where the model has never once found 30 cm of settled natural snow on the ground, the surface underfoot did not fall from the sky that week. October openings run on manufactured and stored snow, laid as a strip and defended against the sun. This index does not model any of that, deliberately, and a 0/10 here is a statement about the weather in that week rather than a verdict on the resort. What it does mean for a reader is narrower and more useful: do not plan an October trip expecting a mountain, because the record says you are being sold a run.
The glacier exception, and why it is not scored
Three destinations in the index carry glacier terrain in their own published season windows: Zermatt (glacier skiing most of the year), scored 10/10 on its late november resort opening; Whistler Blackcomb (glacier into summer), scored 10/10 on its late november resort opening; Sölden (glacier from late September), scored 6/10 on its mid november resort opening.
Glacier skiing is the one genuine answer to October on natural snow, and this index still refuses to put a number on it. The reason is in the model. Every score here is read through one reanalysis grid cell whose elevation is the average of all the terrain inside it, and in steep mountains that average sits far below the lift-served top. Zermatt's cell sits at 1608 m against a 3883 m summit. Scoring a glacier through a cell that never sees glacier altitude would be inventing a number, so the index scores each of these three on its lift-served resort opening instead, and says so.
The earliest date that the record actually supports
If you want the earliest opening in the index with a real snow record behind it, it is Lake Louise, opening early november and snow-ready in 8 of the last 10 seasons at a mean of 41.8 cm. That is 11 days later than Kitzbühel's window, and it is the difference between a strip and a mountain.

Why does a resort open in October if the snow is not there?
Because an opening date is an operating decision, not a weather forecast. Manufactured and stored snow can put one run in play weeks before the sky delivers anything, and for a resort that first weekend is worth having. The index measures only what the atmosphere put on the mountain, so it scores those weeks at zero without claiming the lifts did not turn.
